Dear ATG Members and Friends:

On May 15, 2008, I sent youthe attached letterregarding HUD’s Proposed Rule along with a request that you assist our lobbying efforts by contacting your key contacts on Capitol Hill. As usual, the ATG membership has rallied around this very important cause. But we need to step up these efforts: Our work is not done.

With the housing and foreclosure crisis continuing unabated, there is considerable pressure on Congress to do
something—anything—that appears that they are acting to address this crisis. We fear that the HUD proposal may
be an easy way for some legislators to declare victory.

I am asking any of you that have not yet sent letters to Members of Congress to please take the time to be heard. Send letters to your key contacts on Capitol Hill. We have enclosede-mail addresses and office addresses for the Illinois, Indiana, and Wisconsin Congressional Delegation.

Additionally, HUD is taking public comments on the proposed rule until June 12. We encourage you to also submit comments directly to HUD through the Federal E-rulemaking portal at www.regulations.gov. Once at the site, you can find RESPA comments by typing “RESPA” in the Comment or Submission box. Then click on Submit a Comment or Submission. Your submission must refer to “Docket No. FR-5180-P-01” and “Real Estate Settlement Procedures Act (RESPA): Proposed Rules To Simplify and Improve the Process of Obtaining Mortgages and Reduce Consumer Settlement Costs.” We have taken the liberty of preparing a proposed comment for your consideration.

The clock is ticking. With your help, we will make a difference.

Very truly yours,

Peter J. Birnbaum
President
